2009 General Assembly Budget Conferees are Meeting
The Conference Committee are meeting over the next few days to work out the provisions of the House and Senate versions of the budget.
The four pro-life amendments in the House version of the budget are:
This proposed amendment would prevent state funds for being used for subsidizing embryonic stem cell research and for research on cells and tissues derived from induced abortions.
The following Budget Items are patroned by Del Bob Marshall (R) House District 13, Prince William:
Budget Item 301#2h -
This proposed amendment directs the Board of Health to develop a regulatory program for outpatient surgical centers and physicians offices that perform 25 or more abortions per year.
Budget Item 4.5.04 #1h –
This proposed amendment would prevent state funds for being used for Medicaid abortions. Currently the State of Virginia is funding certain abortions where pregnancy results from rape or incest as well as certain abortions where fetus is believed to have incapacitating physical deformity or mental deficiency.
Budget Item 4-5.04#2h -
This proposed amendment would prohibit taxpayer funding of Planned Parenthood Federation of America, Inc.
Immediate Action Needed:
Please contact your Senator and request that he/she ask the Senate Conferees to support the House amendments banning state funding on embryonic stem cell research, Medicaid abortions and Planned Parenthood, and to support the amendment on regulations of abortion clinics. Request that they be kept in the final version of the state budget that will be presented to the Governor.

Life saving Bill goes to full House of Delegates in VA General Assembly
HB 2579, sponsored by Del. Kathy Byron (R-22nd), will require that an ultrasound procedure be done on a pregnant woman in order to determine the gestational age of her unborn child before an abortion can be done. The mother of the baby will be given the opportunity to view the ultrasound images. This bill expands on the already existing "Women's Right to Know" informed consent law in Virginia.
Please contact your Delegate and ask him/her to support HB 2579. Ultrasound bills do save lives!
Pro-Life Bills in Committee on February 19th
Tomorrow at the Virginia General Assembly the Senate Education and Health Committee will meet at 8:30 a.m., in Senate Room B of the Virginia General Assembly Building. At that time the following two pro-life bills will be considered:
HB2579, patroned by Delegate Kathy Byron (R-22, Campbelll), would require that every mother shall be given the opportunity to view an ultrasound image of her unborn baby prior to the abortion. This bill passed the House of Delegates on a vote of 62-36.
HB2634, patroned by Delegate Ben Cline (R-24, Rockbridge) would require physicians to offer to anesthetize an unborn baby prior to abortion and to include in informational materials a statement an an unborn baby at 20 gestational weeks has a physical structure necessary to feel pain and react to physical stimuli in a manner in in an infant or adult, would be interpreted as a response to pain. This bill passed the House of Delegates on a vote of 64-34.
Also, tomorrow at the Virginia General Assembly the House Transportation Committee will meet at 8:30 a.m, in House Room C of the Virginia General Assembly Building, will meet and consider SB817, patroned by Senator Richard Stuart (R-28th, Montross). This bill was amended in the House of Delegates to include the CHOOSE LIFE license plate. The amendment passed on a vote of 20-19.
Citizen influence at this important frame of time for the adoption of state laws protecting innocent human life from conception until natural death would be extremely effective.

Good news! Important bills in support of pro-life issues have been passed by the House of Delegates of the Virginia General Assembly and crossed over to the Senate for consideration. Each bill will be assigned to the appropriate Senate committee for consideration. Subject to being approved by the committee, the bills will go on the floor of the Senate for vote.
Please notify your Senator of these bills, that you support their purpose and ask him to vote for the bills. Be sure to tell him your name and address so that he will know that you are his constituent. You can find the name of your Senator by going on www.vshl.org, clicking on Virginia General Assembly, clicking on finding your legislator, filling in your address and clicking on “lookup”. For the names of your senator and delegate, you may also ask your city/town or county registrar whose telephone number is in the blue pages of the telephone book.

HB (House Bill)2444 sponsored by Delegate Mark Sickles and HB2455 sponsored by Del. O’Bannon, have been amended to prohibit Virginia tax funds from being used for unethical research that would require the killing of human embryos in order to extract their stem cells for research or that would use fetal tissue obtained from aborted babies for research. Funding for Unethical Research - HB2444, patroned by Delegate Mark Sickles (D-43rd, Fairfax) and HB2455, patroned by Delegate John O'Bannon (R-73rd, Henrico) have been amended to protect Virginia taxpayers for funding unethical research that would require the killing of human embryos in order to extract their stem cells for research or the use of fetal tissue obtained from aborted babies. Please contact your Senator and ask that he/she support HB2444 and HB2455 as reported from the House.Budget Amendments There were four pro-life budget amendments submitted by Delegate Robert R. However, nothing herein shall prevent a physician from providing medical assistance to preserve the life of a pregnant woman provided that every possible measure shall be taken to preserve the life of the unborn child of the pregnant woman. Item 4-5.04 #2h This amendment says that no expenditures from general, special or other nongeneral fund sources may be made out of any appropriation by the General Assembly to the Planned Parenthood Federation of America, Inc. or any subsidiary or affiliate thereof.

House Bill 2444 and House Bill 2445, both introduced by Delegate Mark D. Sickles(D-43rd Fairfax), would promote state funding for research in biotechnology companies will be before the House Science and Technology Committee this afternoon at 4 p.m.
