Note that both Congressman Allen and Senator Robb voted to override President Bush’ vetoes in 1991 and 1992 of bills to reauthorize Title X of the Public Health Service Act. (The bills would have overturned the administration’s rule prohibiting abortion counseling by non-physicians at federal funded family planning clinics.)
