Fetal Pain Legislation Dies in State Senate Committee

Del. Richard Black (R-Loudoun) introduced legislation in the 2004 General Assembly requiring anesthesia to be administered before abortion to an unborn child after three months gestation. After clearing the House Courts of Justice Committee, House Bill 1315 passed the House of Delegates 68-32 on February 17.

The bill was defeated in the Senate Education and Health Committee on March 4 with five members in support and nine members of the committee voting against the HB1315.

Potts, Saslaw, Lambert, Houck, Lucas, J. Howell, Quayle, Edwards, Whipple

Senators voting in favor of HB1315: Newman, Bolling, Ruff, Mims, Blevins
